Skill Set Master Database Sync - Skills not syncing correctly

For our Indiana schools, the skill sets are syncing and the skills are syncing, but the

work_based_learning_skill_set_id on the work_based_learning_skill is just being set to -99, so there is no link between the skills and their skill set
