SIS school and teacher assignment issues

Students need to only see the teachers at their SIS high school assignment. Currently, all student see ALL teachers who teach that course, not just the teachers at their SIS building assignment. Because of this, students see a large list of teachers, many of which are not at their school and creates confusion for WBL form signatures. This will also help with classifying students via classes/pathways.
