Show eligibility data table if at least one WBL type has eligibility enabled

Currently, a WBL Opportunities integration has to be set up before the eligibility shows.

Eligibility should show if at least one wbl type has eligibility configured, and the WBL Opportunities tab should only show if an integration is configured.
