The guardian that is in Jobready WBL was not entered by the SIS integration. It looks like the instance where this was taking place the guardians were originally imported so the sync is failing to create the guardian because the email is already taken by the imported guardian so it doesn't have an accurate guardian record to attach to. John will be reaching out to you to resolve this issue.
