Send Students an alert if they have not submitted a worklog within the desired worklog submission frequency

We currently have a “desired work log submission frequency” setting on WBL Types. If a student has not submitted a work log within that desired frequency, we should send the student an alert to submit the log. We could include helpdesk links showing how to submit it on the website and on the mobile app.
