Scholarship suggestions - If a state of residence is selected, exclude results that do not match
For instance, here a student selected Colorado as the state of residence, but a scholarship that requires Guam shows up because it matches other criteria.

With the newest imported data about scholarships, they removed the state restriction for that scholarship. Unfortunately, we were not looking at the soft deletion flag in the database so it was still showing them when you clicked on the scholarship. We were, however, looking at the soft deletion flag when loading the list of scholarships which is why it was still showing on the top.

Which scholarship shows? I’m logged into the instance of the user who reported it and selected Colorado and I’m only seeing ones that require state residence of “Any” and “Colorado”. If you’re referring to “State Usage Restrictions”, that’s different completely. If it can only be used in Guam, we cannot assume that students are unwilling to leave the state if the scholarship is valuable enough.

That does make come sense, but the student would not be able to apply until they move and that’s probably unlikely. Maybe we need to adjust the scoring accordingly so it still shows but is ranked low.
