Reorderable WBL type tabs

Allow the order of the WBL type tabs at the top of the page to be changed, so that a preferred WBL type appears first when the Work-Based Learning page is opened. Currently the tab order is fixed, so users cannot arrange the tabs to match their workflow. Reordering the tabs should not affect students who are already enrolled in a WBL type.
