Reorder and Visually Differentiate WBL Types Options

Teachers are getting confused by certain WBL Types options ('Paid CTE', 'Unpaid CTE', 'School to Work') which are intended only for coordinators. The request is to allow these specific WBL Types to be moved to the far right of the options bar and to be visually highlighted (e.g., with a different background color) to clearly distinguish them as coordinator-specific options. This will improve clarity for teachers and streamline their workflow.
