Remove and/or restrict the ability to unlock an Audit if it was built from a template

Most audits that are built from a template like the 339 or Perkins. In those instances, there is really no need to unlock them to edit the structure. At minimum, that should be hidden and/or restricted to only school admins. Teachers with Audit Admin role probably should not have the ability to unlock/lock an audit (but they do currently).
