Remove 15 minute cooldown

I’m trying to bulk send a recurring form to multiple WBL types. After sending to 2 WBL types, I get this error, “There is already a bulk form submission running for this form template and submission type in the last 15 minutes.”

Please remove this cooldown time, or allow me to bulk send to multiple WBL types at once. Thanks!
