Re-evaluate Program Alignment Rules as they are added/modified/removed

Currently, Program Alignment Rules aren’t evaluated until a SIS sync is run after they’ve been modified. Instead, whenever one is added/modified/removed, we should run a background task to reevaluate and update to_class alignment records so the end user doesn’t need to wait.
