Private Eligibility Form

You can currently mark a form template as private. However, if you make that form template an eligibility form, the student is able to view the completed form despite not being a signer. We have a teacher recommendation we need to use for WBL eligibility. However, we want the teachers to be honest hence needing the teacher responses private. We were going to do a student eligibility form and a teacher completed eligibility form as a work around but Ally and Chelsie tested it. The private form is still visible because it's initiated by the student despite them not being a signer. Is there anyway we can make a certain eligibility private form actually private (not viewable by students)?
