Option to remove/disable "Decline" button on approval forms

I want to be able to remove or disable the "Decline" button on approval forms (specifically the Student Sign-out Sheet). Currently, if a teacher clicks "Decline," the entire form is cancelled, which is disruptive. I would like the option to hide this button so that forms aren't accidentally cancelled and teachers are encouraged to use other methods for revisions.
