Option to bypass student eligibility paperwork for WBL placements

I want to be able to place students in Work-Based Learning (WBL) opportunities without requiring them to fill out eligibility paperwork or upload a resume first. Currently, the system mandates these steps, but I would like the option to bypass or remove this requirement for certain placements to streamline the process.
