Only create teacher accounts for teachers that are assigned to a class in CTE-360 with the SIS Sync runs

This mainly affects comprehensive schools.  Creating accounts for non-CTE teachers throws off the Stagnant teachers count and also prevents non-CTE teachers from being added as Staff users.
