On-Site Visits Not Requiring Student Even Though Scope Is Set To Student

Account is allowing admins to submit on-site visits for students without selecting a student, even though the scope in WBL general settings is set to student - this should require a student name in order to map an individual on-site visit to an individual student. No pop-up or error message is preventing the visit from saving even though there is no student chosen. Ideally there would be something stopping a coordinator from saving an on-site visit ONLY when a student is selected when the scope is set to student.
