OAC Agenda - Reorder Agenda Items

Users should be able to reorder items when building an OAC agenda. Currently, they are not able to.

    This needs to be revisited as this is a common issue that continues to come up. For now, a simple drop-down selector to change the sort order and/or parent category of agenda items would at least offer some way to handle this.
