Make the Task Progress Migration process as a background task and report back progress

Currently, there is usually too much data to process so the task times out. If processed as a background task, it would be nice to either see visual progress as is it running or at least receive some type of notification (maybe an email) when it completes. Ideally, this would have the number of scores added.
