Make the Observations field optional when attachments are present or extract text from attachment using AI

Some coordinators take handwritten notes and then upload them as an attachment. In this case, they shouldn’t need to type something in to the observations. Ideally, it would be nice to use AI to extract the notes from the attachment but at minimum, make the observations field optional if an attachment is added.
