Make start and end dates more convenient and universal for reports

Feature Suggestions

Is it possible to have the "End On" just look for all FUTURE END DATES or Missing End Date - when leaving it blank?

In this example, I was looking for a Student-Based Experience Report.

In general, we should probably try to make start/end dates work in a more universal way, especially in regard to how reports work and whether they are optional or required.
