Make sending form cancellation emails optional, especially if a forms needs to be cancelled to upload a signed copy

Is it possible for the system to not email all previous signers when a form is canceled.  I had a business email me a signed document and they didn't complete the electronic signature.  I had to cancel the form signer which emailed the parent and student.  I received an email from them asking if anything was wrong.  They had both already signed and submitted the form.
