Make 'Rate of Pay' field optional on Student Co-op Application but required on Cooperative Education Agreement

I want the 'Rate of Pay' field to be optional on the student co-op application form because students might not know their pay rate when applying. However, the 'Rate of Pay' field must be required on our cooperative education agreement form for our records.
