Make Enrollment Forms Optional or Conditional

As a user, I want the ability to designate certain enrollment forms as optional or set up conditional logic for them. For example, we have two versions of a field trip permission slip; one requires a principal's signature and one does not. I want the system to mark the enrollment as complete if only the required form is submitted, instead of requiring both. This would allow us to manage different scenarios without creating confusion for students and staff.
