Make communications send from custom domain if one is configured

Many schools configure their own sending domain for deliverability, but currently it’s not used in the Communications module. We should use it here as well to prevent delivery issues

    Validate the MX records before using their domain to ensure they can reply to communications. Automate adding the receiving routes for processing incoming replies.
