Job shadow creation shows no registration form

The job shadow creation flow shows no form to fill out when "Waiting for Registrations" is selected. The same behavior occurred the previous day, indicating a persistent defect rather than a transient error. The step should present its registration form so job shadows can be completed.

Note: this has since shown as it should but bug is happening somewhere in site. See screenshots.

    Waiting for Registrations missing student form

    The Waiting for Registrations view does not display the form for student even though it should be listed there. The entry is missing when the view is opened, leaving the expected registration form inaccessible.
