Industry Certifications file upload required

Allow districts to customize the Industry Certifications field for “File Upload” so it can be required if the district chooses. We need this field to be required so students have to submit a copy of the cert earned for approval verification purposes. In our district, the approvals come from the district level (not necessarily from the teacher level). District level staff may not know the students personally to be able to know if they actually took and passed the certifications.
