Added the ability to add a failed attempt from the upload modal. The student can already do this if the settings of the app are set for “student” level certification approval. I recognize why this could be a challenge but we need to talk about how this should work.

Students cannot create failed attempts. This is a challenge because of the way the code works and the way the work flow is already set up.

Just add a button to the modal used to upload a cert to open the failed attempt modal.
