Incorrect Signer on Coop and CIP Student Evaluation 23-24 Form

The customer reported that a form is being sent to the employer first and skipping the WBL Coodinator signature. The customer noted this has occurred previously. Investigation revealed the root cause to be the form template is configured in the Form Builder to route signatures in the following order:

1. WBL Coordinator

2. Employer

   However, when the form is submitted, it consistently skips the WBL Coordinator and routes directly to the Employer for signing. This behavior contradicts the template and builder setup and results in the form being signed out of the intended order.

   Workaround: Canceling the form and resubmitting it resolves the issue and routes the form correctly. However, this is not a sustainable solution and requires the user to be aware of the bug to catch it.
