If there are duplicate students and one is soft deleted, there are still issues with WBL

Currently, to fully rectify the issue, the duplicate record must be hard deleted from the database or the username/email of the duplicate record changed to something invalid. Otherwise, the correct WBL experiences do not show up for the student.
