If a student logs in without a current school enrollment, default to the last active school enrollment instead of showing No Available Schools error

Currently, if students have WBL experiences over the summer or if they login as an alumni they will receive an error that No available schools exist for the student. They can still do everything within the application but have to close the error message on every page load.
