If a school only has one program, don't default select it for admin users

Some schools will just do one blanket program like “Work-Based Learning”. In this case, admin users will have that one program selected by default. This normally wouldn’t be an issue but if there’s an issue with enrollment rules, it could appear that some students aren’t being brought over.
