Handle situations where there used to be a state task list in the past but one is no longer provided by the state

A setting needs to be added to state task lists to show that one is no longer required. Currently, an assumption is made that if a state task list does not yet exist for a student’s graduation year, that the most recent state task list should be used until a new one is available from the state. However, in some cases the state stopped requiring a task list for some Cip Codes.
