Conditional Form Signers - Allow a future signer to be determined based on the value chosen from a drop-down selection

This feature currently exists in competing form signing solutions. As an example of usage, a public form could be routed to the instructor of a program based on the value of selected from the Program drop-down selector that a previous signer chose.
