For statewide applications, allow schools to be grouped into "systems"

For instance in Alabama, schools are grouped into systems for reporting purposes. Being able to add that to the application somehow would be useful.

    Just add a “System” selector on a school. Add this to reports. and add it to the label in the school dropdown. Allow the term “system” to be configured.
