For schools that use SSO authentication exclusively, hide the manual login form (collapsed) with a message to use the SSO option(s) instead

    There is not a message that says to use SSO instead but the order is changed so SSO shows first and the manual login method is collapsed and comes after the SSO buttons. To enable this for an instance, use the COLLAPSE_MANUAL_LOGIN option
