Allow a Category to be assigned to Industry Credentials to allow for state-specific reporting requirements (MI and MA for instance)

For Michigan add the ability to track state-approved (relevant to program) vs. state-approved (supplemental - less-relevant) Industry credentials.

For Massachusetts, this would allow IRCs to be categorized as Safety (DOE47) or Non-Safety (DOE48 & DOE49).
