Allow a Category to be assigned to Industry Credentials to allow for state-specific reporting requirements (MI, MA, and TN for instance)

For Michigan add the ability to track state-approved (relevant to program) vs. state-approved (supplemental - less-relevant) Industry credentials.

For Massachusetts, this would allow IRCs to be categorized as Safety (DOE47) or Non-Safety (DOE48 & DOE49).

For Tennessee, credentials have a “tier” assigned to them (Tier 1, Tier 2, Tier 3) and each need to be tracked separately for graduation requirements.

This “category” would also need to be added to Career Plan activities with a multi-select. For instance in TN, they need to be able to create an activity to obtain 1 or more Tier 2 or Tier 3 certifications.
