For classes that do not have a state task list, do not show the "No State Task List Was Found" warning on the printed task list.

The state task list option should be removed from the option in the student profile if there are no state task lists.  Currently, it renders a blank page.

Remove the message in red if there are no state task lists at all for the CIP Code.
