Enable Work Site Visit Submission for New Leads/Employers Without Associated Students

Allow users to submit work site visit requests for new employer leads that are not yet in the system's employer list and do not have an associated student. This would support scenarios where employers proactively set up arrangements before a student is placed, streamlining the initial engagement process. Additionally, the system should allow for the association of a student with the employer once the employer transitions from a lead to an active status.
