Eligibility Applications - Add a setting to prevent students from submitting an eligibility form if they don't have a resume uploaded.

As an alternative, add an option to only send approval notifications if a resume has been uploaded.

    There is now a setting in WBL Eligibility to require a resume before submitting those forms.
