Don't allow WBL Types to be saved if they contain Recurring forms without an Interval set.

Feature Suggestions

This caused an unexpected error when trying to update the status on an experience since the DateInterval is cannot be calculated correctly.  Ideally, this error should be handled more gracefully as well

    This check was already present when updating a type, but not on insert. Frequency is now required on insert as well.
