Don't allow users to set module availability to a module that they don't have access to

Otherwise, there is no way to “get the form back” after it vanishes. For instance, the Applications option should not show at all if that module is not active, but this ideally would be based on the permissions of the user as well. The Task List option should not show to Jobready WBL users as well.
