Disallow dates in the future when creating an on-site visit

Currently, on-site visits can be added for any date in the future. This came up as an issue because a school has visits set to be required every 30 days, but one was showing as being due in 300+ days. The date was accidentally entered as 11/12/26 rather than 11/12/25
