Deleting an Industry Certification note/upload does not remove pending grade status

If a student uploads an industry certification and deletes it, the proposal will still show on the Industry Certification Progress page, but since the note is deleted it cannot be approved or denied. The proposal is approvable/deniable on the Proposed Industry Certification page still. When a student deletes an upload it should also remove the proposal.
