Create State Template tenants that can be used to sync data down to all tenants from that state

This would serve other roles as well. The State Template can be used for demos and training and would eliminate most of the repetitive onboarding steps. Any changes made to the state template could then by synced to all tenants to update state forms, career plan activities, WBL types, etc. Form templates would need a flag to determine that they need to be overwritten with changes as the state template forms are updated.
