Create MA-specific Industry Certification PowerSchool Import reports to work with IRC Categories when that feature is implemented

For MA schools, there are actually two report we should generate:

1. State Reportable File

This file imports into MA SIMS fields DOE47-DOE49 and are imported as the state recognized codes. DOE47's Powerschool field name is S_MA_STU_SIMS_X.industryrecogcred1. This field must contain a "safety" IRC. I believe DOE48 & DOE49 can NOT contain a "safety" IRC.

2. Report Card File

This file imports into custom fields and contains the name of the IRCs and optional dates earned. We have 14 custom name and date fields in Powerschool. IRC1-IRC3 are the same as the state reportable IRCs but are the names not the codes. IRC4-IRC14 contains names/dates of other State or Custom IRCs. All of these fields are listed on our report cards/transcripts.
