Create a user level between WBK Observer and WBL Coordinator

So this new role would not be able to create or delete or archive student experiences. Their primary role would be to complete time sheets and evaluations. A little like what employers would do.....but these are internal folks. This is for my students with special needs who can't work independently. So the employers don't evaluate them and they don't complete their time sheets/schedules. My job coaches complete daily, monthly and end of semester evaluations and complete the schedules/time sheets for the students. The job coaches also complete a workplace safety "walk-through" with students 2x per semester.
