Create a universal messaging system that would allow users to communicate with others (in bulk or individually) and log those communications

This would allow teachers to communicate to students in bulk (using student groups) or individually. WBL coordinators could also message students, guardians, employer contacts, etc. This would be helpful for sending out a welcome message.

This system would operate like most modern instant messaging / chat platforms (Facebook Messenger, Discord, Slack, Teams, etc.) and would allow messages to be delivered instantly within the application, to email and/or text messages (if the school chose to pay for SMS messaging from a third party provide like Twilio). When we release a mobile application, this would also send push notifications to the mobile app.
