Create a role to allow teachers/staff to be able to manage Employers without having to be set as a WBL Coordinator

Currently, the only way to give teachers or staff users the ability to create an employer/contact record is to give them a WBL Coordinator role. However, this also lists them as a form signer for WBL Coordinator signers. Ideally, there should be another role of Manage Employers/Contacts.
