Create a role for an advisor, supervisor, or division chairperson

This is of interest for larger schools where a supervisor or division chairperson may oversee multiple teachers in a department.  This person may need to be able to sign off on general forms to approve requests.  Users with this role should be assigned as supervisors to specific Classes or Teachers and have read-only access to view that information.
