Create a general purpose login page where users from all of our schools can find the URL of their school's application

Currently, if a user searches for something like “CTE 360 Login”, the top result is the subdomain of our schools. We should disallow indexing of all school subdomains and create our own SEO’d landing page for users to locate the correct login page for their school.
